SENATE REPUBLICAN LEADER MITCH McCONNELL (R-KY): “Some Democrats are trying to rewrite history and pretend that Republicans’ demands for negotiations are unusual. But that’s just false. Back in 2017, the Senate Democratic Leader said the debt ceiling gave Democrats, quote, ‘leverage’ in broader talks. As the New York Times explained back in 2017, then-Speaker Pelosi and the Democratic Leader, quote, ‘began formulating a plan to apply pressure, jettisoning the idea of backing a straightforward or ‘clean’ debt limit measure… as a way to gain muscle in coming negotiations.’ That was the Pelosi-Schumer playbook for the debt limit: Demand negotiations. Here’s how the Democratic Leader put it himself at the time. He said the debt ceiling, quote, ‘gives another ample opportunity for bipartisanship, not for one party jamming its choices down the throats of the other.’” (Sen. McConnell, Remarks, 2/01/2023)

QUESTION: “You talked a lot in the past about the dangers of uncertainty for the economy. Wouldn't a longer-term debt ceiling have created less uncertainty?”
SCHUMER: “No. … But the bottom line is we have a lot of issues to come together on. It -- you almost always works out best in a bipartisan way when we can do those issues together. And so having the debt ceiling and funding of government expire at the same time gives another ample opportunity for bipartisanship, not for one party jamming its choices down the throats of the other.” (Sen. Yet Today, Schumer Asserts, ‘We Didn’t Engage In Threats Or Brinksmanship Or Hostage-Taking’ And Claims To Reject ‘Using It As A Bargaining Chip’
